Section 10 R/R - Recreational Resort District


INTENT: To accommodate the development of medium density, recreational resort uses at specific locations in the RM. Subject to the OCP Policies, medium density, seasonal dwelling types may be allowed in certain areas where they will be supported by environmental and recreational services. These developments must also be designed to ensure land use compatibility with surrounding residential and agricultural uses, and must protect or enhance the natural environment. No year-round occupancy will be allowed by the RM, since the permitted uses are for seasonal (not year-round), occupancy only.


10.1 Permitted Uses

Subject to Sections 3.1, 3.13 and other relevant portions of Section 3, the following uses are permitted in this District:

(1) Principal Residential Uses

-Class A Motor Homes as shown in Appendix 1, (must conform to CSA standards (CSA Z240 RV) and be licensed for Highway travel in Saskatchewan).
-Class C Motor Homes as shown in Appendix 1, (must conform to CSA standards (CSA Z240 RV) and be licensed for Highway travel in Saskatchewan).
-Fifth Wheel Motor Homes as shown in Appendix 1, (must conform to CSA standards (CSA Z240 RV) and be licensed for Highway travel in Saskatchewan).
-Travel Trailers as shown in Appendix 1, which must conform to CSA standards (CSA Z240 RV), be licensed for Highway travel in Saskatchewan, and must exceed the maximum length (7.6 metres (25 feet)) of a Vacation Trailer as defined in this Bylaw.
-Park Model Dwellings (must conform to CSA standards (CSA Z241 Series-03 (R2008) and be delivered on a trailer which is approved for Highway travel in Saskatchewan).

(2) Public and Commercial Principal Uses and Services

- Private Marinas
-Municipal Recreational Facilities and Services

(3) Accessory uses and buildings

-Private garages, sheds, and similar buildings or structures which are normally accessory to any Principal Residential Use
-Linear Public or Private Utilities


10.2 Discretionary Uses

Subject to Sections 3.1, 3.13, 3.15 and other relevant portions of Section 3, the following uses are permitted in this District at Council’s Discretion:

- Bed and Breakfast Homes
-Home Based Businesses
-Guest Cottages
-Public or Private Utilities
-Vacation Trailers which do not exceed the maximum length (7.6 metres (25 feet) of a Vacation Trailer as defined in this Bylaw


10.3 Prohibited Uses

The following uses are Prohibited in this District:

-Mobile Homes
-Single Detached Dwellings
-Trailer coaches other than those specifically allowed as Permitted Uses in this District


10.4 District Regulations

10.4.1 Regulations For all Permitted and Discretionary Uses

(1) Site size- Minimum - 464.5 sq. m (5000 sq. ft.)
(2) Site frontage Minimum site frontage for all sites shall be 15 metres
(3) Yard setbacks for dwellings and garages

 Front- 6 metres (20 ft)
 Side- 1.2 meters (4 ft)
 Rear- 3 metres (10 ft)

(4) Sundecks - 1.2 metre for rear and side yards and 3 metres for front yard
(5) Enclosed sundecks- 1.2metres for rear and side yards and 3 metres for front yard
(6) Lot coverage maximum- 40%
(7) The maximum area of a detached garage shall not exceed 80.4 sq. m (864 sq. ft.) and the maximum height shall not exceed 5.5 m. (18ft).

10.4.2 Home based businesses:

(1) shall comply with Section 3.8

10.4.3 Bed and Breakfast Homes:

(1) shall comply with Section 3.9

10.4.4 Guest Cottages;

shall comply with the following regulations:

Guest Cottages:

i) shall be designed for the exclusive use of guests of the dwelling owner during weekends or summer vacation periods and not for year-round or permanent occupation;
ii) the Guest Cottages are for summer, accessory sleeping purposes only;
iii) may contain a toilet facility which is separate from the Principal Residential Use on the same lot, but this facility may only be connected to the sewage disposal system of that Use when the proposed connection has first been approved by the Health District;
iv) shall not contain any cooking facilities; and
v) shall have a minimum required floor area of 11 sq. m (118 sq. ft.) and a maximum floor area of 22 sq. m (236 sq. ft.);
vi) shall conform to the setbacks of Subsections 10.4.1 (3), (4), (5) and (6); and shall not be allowed to have any garage as an accessory use.

10.4.5 Vacation Trailers:

shall comply with the following regulations:

i) only one Vacation Trailer (as defined in this Zoning Bylaw), may be used from time to time for a period not exceeding 30 consecutive days from April 1st to October 31st, for temporary sleeping accommodation of guests of a Principal Residential Use shall be permitted on the same site as that Use;
ii) No Vacation Trailer shall be kept for hire;
iii) The facilities and amenities of the Principal Residential Use on the site shall be available at all times for the use of the occupants of the Vacation Trailer;
iv) No Vacation Trailer shall be used as temporary sleeping accommodation from November 1st to March 31s, since such Trailers are for summer, accessory sleeping purposes only;
v) No Vacation Trailer shall be connected to any piped water supply or waste disposal system on any site, whether or not that system serves the existing Principal Residential Use on the site.
vi) No Vacation Trailer shall have a maximum floor area exceeding 22 sq. m (236 sq. ft.).
