Rural Municipality of Three Lakes No. 400

Section 8: LS – Lakeshore Development District


INTENT: To accommodate the development of low to medium density residential uses (which are mainly seasonal in occupancy) at appropriate locations in the R.M. given suitable regard to servicing, land use compatibility, and protection of the environment.


8.1 Permitted Uses

Subject to Sections 3.1, 3.10, 3.11 and other relevant portions of Section 3, the following uses are permitted in this District:

(1) -Principal Residential Uses

-single detached dwellings
-modular dwellings

(2) Service, recreational and Institutional Principal uses

-municipal offices and facilities
-public parks, playgrounds, and day use picnic areas

(3) Accessory uses and buildings

-Linear public or private utilities, excluding solid and liquid waste disposal sites.


8.2 Discretionary Uses

Subject to Sections 3.1, 3.10, 3.11 and other relevant portions of Section 3, the following uses are discretionary in this District:

-Bed-and-breakfast homes, where accessory to a residence, on the same site.
-Commercial recreational uses
-Guest Cottages
-Home based businesses, where accessory to a residence, on the same site.
-Public or private utilities
-Recreational uses including boat launches and docks, golf courses, parks, picnic grounds, public beaches and sports fields.
-Restaurants and take out food establishments
-Tourist cabins
-Tourist campgrounds and tourist parks (as regulated in Section 5.3.11)


8.3 Prohibited Uses

The following uses are Prohibited in this District:

-any accessory use or building constructed of a fabric material
-Mobile Homes


8.4 District Regulations

8.4.1 Subdivision and Site Development Requirements:

(1) Separate sites for the principal uses in this District shall comply with the following:

 Single detached dwellings - Minimum site area – 900 sq. m (9687 sq. ft.)
 All other uses - Minimum site area – 464.5 sq. m (5000 sq. ft.)
 Single detached dwellings - Minimum site frontage – 19.8 m (65 ft)
 All other uses - Minimum site frontage – 19.8 m (65 ft)
 Minimum front yard – Principal and all Accessory Uses - 6 meters (20 ft)
 Minimum side yard Principal Uses and Garages - 1.2 meters (4 ft) Accessory Uses - .3 meters (1 ft)
 Minimum rear yard:

(a) For sites without a rear lane - Principal Uses and Garages - 3 meters (10 ft), Accessory Uses (excluding Garages) .3 meters (1 ft); and
(b) For sites with a rear lane - Principal Uses – 6 meters (20 ft), Garages - 3 meters (10 ft), Accessory Uses - .3 meters (1 ft)

(2) All Garages (attached or detached) with a door or doors opening onto a street or lane shall be located a minimum of 3 m (10 ft) from the site line abutting the street or lane.

(3) The minimum required floor area for all single detached dwellings, shall be 45 sq. m (500 sq. ft.)

(4) The maximum site coverage for all sites shall be 50%.

(5) The maximum floor area for all detached Garages shall be 85sq. m (915 sq. ft.)

8.4.2 Keeping of Animals on residential sites in this District

No Large Animals, domestic or otherwise, except common household pets, shall be permitted on any site.

8.4.3 Home based businesses:

(1) shall comply with Section 3.8

8.4.4 Bed and Breakfast Homes:

(1) shall comply with Section 3.9

8.4.5 Guest Cottages;

shall comply with the following regulations:

Guest Cottages:

i) shall be designed for the exclusive use of guests of the dwelling owner during weekends or summer vacation periods and not for year-round or permanent occupation;
ii) the Guest Cottages are for summer, accessory sleeping purposes only;
iii) may contain a toilet facility which is separate from the principal dwelling on the same lot, but this facility may only be connected to the sewage disposal system of that dwelling when the proposed connection has first been approved by the Health District;
iv) shall not contain any cooking facilities; and
v) shall have a minimum required floor area of 11 sq. m (118 sq. ft.) and a maximum floor area of 22 sq. m (236 sq. ft.).

8.4.6 Vacation Trailers

shall comply with the following regulations:

i) only one Vacation Trailer, which is not a mobile home and is used from time to time for a period not exceeding 30 consecutive days from April 1st to October 31st, for temporary sleeping accommodation of guests of a single detached dwelling shall be permitted on the same site as the dwelling;
ii) No Vacation Trailer shall be kept for hire;
iii) The facilities and amenities of the dwelling on the site shall be available at all times for the use of the occupants of the Vacation Trailer;
iv) No Vacation Trailer shall be used as temporary sleeping accommodation from November 1st to March 31s, since such Trailers are for summer, accessory sleeping purposes only;
v) No Vacation Trailer shall be connected to any piped water supply or waste disposal system on any site, whether or not that system serves the existing dwelling on the site.
vi) No Vacation Trailer shall have a maximum floor area exceeding 22 sq. m (236 sq. ft.).
